Second National-Local Dialogue for Morocco: From Vision to Local Action, Advancing the Circular Economy
Building on the first National-Local Dialogue, this convening offered an opportunity to deepen discussions around localizing circular economy principles across the country.

Building on the strategic discussions from the first dialogue held in June 2025, the second National-Local Dialogue (NLD2) provided a platform for cities, regions, national institutions and partners to delve into the localization of the circular economy in Morocco. The event brought together representatives from municipal and regional authorities and national agencies.
The session included interactive and participatory formats:
- An overview of the current landscape of circular economy in Morocco and findings from the national survey and city focus groups.
- Group discussions and collaborative exercises to identify barriers, define a shared vision of a circular city and map the levers for local action.
- A concluding session that outlines how inputs will feed into the forthcoming National Circular Economy Roadmap and next steps for implementation.
Key objectives included:
- Strengthening coordination and alignment between national and sub-national governments on circular economy priorities.
- Enabling cities and regions to share insights, challenges and opportunities and contribute to a locally grounded agenda.
- Identifying actionable levers that municipalities can deploy to advance circularity in their territories.
- Mobilizing stakeholders around a shared vision and roadmap for local circular economy implementation.
This dialogue directly contributed to the development of the National Circular Economy Roadmap, ensuring that local perspectives, realities and priorities are central in the national strategy.
