Ministerial meeting on Urbanization and Climate Change at COP28 Summary Report
This report summarizes the Ministerial Meeting on Urbanization and Climate Change held at COP28 on 6 December 2023. This key event was co-hosted by UN-Habitat, the High-Level Climate Champions, and the COP28 Presidency.
Building on the success of COP27's inaugural Ministerial Meeting, the second gathering honed in on two key goals: reinforcing the importance of multilevel climate action to achieve the targets of the Paris Agreement, and exploring ways to accelerate local climate finance to facilitate a cross-sector and integrated approach to better equip cities and local governments to respond to the climate crisis. Ministers of housing, urban development, and environment, in addition to local leaders and other experts showcased climate plans and called for a collaborative response to urban climate challenges across sectors. Â Noteworthy commitments include participation in the Coalition for High Ambition Multilevel Partnerships initiative. Presented at the conclusion of the meeting, the Joint Outcomes Statement is a ten-point strategy aimed at boosting local climate action, fostering multilevel collaboration, and accelerating local climate finance for an efficient and effective response to the climate crisis. This event brought together over 1,000 people including around 60 ministerial representatives and reflects a collective commitment to tackling climate change's complexities within urban contexts.
