As climate crisis hits local communities hard, disproportionately impacting the most vulnerable, this guide shares three key recommendations & 100+ examples to help local action achieve national climate goals.
Climate disasters impact communities locally, straining life-saving services and disproportionately affecting the marginalized. Urgent action at the local level could annually reduce greenhouse gas emissions by 2.1 GtCO2e by 2030. The Global Covenant of Mayors outlines three recommendations for effective multilevel governance: aligning policies, formalizing collaboration between local and national governments, and transforming local financing through diverse coalitions. These steps, when adapted to local contexts, can drive progress towards national climate goals. The Global Stocktake in 2024 offers a chance to reflect and enhance NDCs for 2030, with multilevel climate action filling gaps in collaboration and ambition. Vertical and horizontal collaboration, multilevel capacity-building, unlocking finance, accelerating research and innovation, and engaging civil society are identified enablers for effective climate action across all levels.
